Make sure everything is tidy. The word originates from Lāhainā, a small Hawaiian hamlet that burnt fiercely exactly a year ago, both literally and figuratively. The burnt houses were leveled by bulldozers and replaced with gravel that was perfectly level. Additionally, the victims are getting ready to rebuild their lives on new terms, with a regulation change that will somewhat slow down the rate of tourism.
Banana trees and blossoming bougainvillea may be seen in between the deserted home sites. The 13,000-person community’s devastated regions from before the flames are still largely closed off. Barriers are being removed when sewers and waterworks start to operate again. Reconstruction permits have not been requested in large numbers thus far. The fire hardly survives.
“I was with the kids at home on August 8, 2023. The distance between Honokowai and Lāhainā is roughly ten kilometers. I found out there was a fire going at about six o’clock. When I hurried over to assist those in need, they informed me that “Lāhainā no longer exists.” Jordan Ruidas, an organizer for the activist group Lahaina Strong, remarked, “It was unbelievable. For a full year now, she has not stopped helping the victims.
With 102 fatalities, the fire was the deadliest in US history. And 3,312 structures, primarily modest dwellings, caught fire. Over 8,000 persons experienced house loss. Thanks to a federal program run by the Red Cross, thousands of them sought refuge in hotels for months. Just last month, the program’s final beneficiaries checked out of their hotel rooms.
Most of the victims now reside in actual homes. The majority have taken refuge on other parts of Maui, but they are still far from Lahaina—a 45-minute journey or more. Additionally, it is projected that the excessive housing costs have caused more than 1,000 families to leave the island, or even Hawaii. In the county, the average monthly rent for a one-bedroom apartment is around $2,000. There are assistance programs in place, but they are temporary.
It will take years to heal Lāhainā’s scorched heart. Cost-effective modular homes are being constructed close to the town to aid in the victims’ quicker reintegration. However, a few hundred units won’t be sufficient. Thankfully, there is another housing option that will soon become available on Maui: due to a new law, half of the condos that resemble Airbnb will have their permits expire in January 2026.
It was Lahaina Strong’s idea. To advocate for this option, the group set up a protest camp in November of last year on the overly popular Kā’anapali Beach, which is located just north of the burnt town. Since 2001, more than 7,000 condos on Maui have been given the legal authority to rent out their units for shorter periods of time, even when they are not in designated zones. The campaigners ask that this privilege be immediately revoked.
The governor of Hawaii and the mayor of Maui were not very receptive to this concept when Kā’anapali was first occupied. It ought to be acknowledged that this kind of pressure on lodging for tourists would deplete the vitality of this sector. However, after giving it some thought, the elected authorities finally suggested ending the grandfathering system in May 2024. Lahaina Strong, who was taking down her tents, had won. “Really, it’s amazing,” Ms. Ruidas continues to exclaim.
A 4 billion settlement
A resident of Lāhainā named Carolyn Auweloa worries that real estate speculators may end up owning the city’s working-class and historic core. Many small-business owners lack the resources to reconstruct their burned-out home. As a result, Ms. Auweloa is actively involved in the Lahaina Community Land Trust, a community land trust that offers to buy back land from impoverished locals.
She says, “Our model is to offer housing and commercial spaces to local people, at affordable prices, and to protect these lands in perpetuity from speculation.” Though notices of sale are beginning to surface, very few of the fire-plowed lots have been the subject of a real estate transaction as of yet. In addition, the land trust—which receives funding from the state and donations—is getting ready to complete its first acquisition.
In terms of preventing fires, the required adjustments are moving slowly. Lāhainā is situated in an arid region that will only become drier due to climate change. The agricultural wastelands that overlook the city will need to be better managed in order to prevent fires. The same combustible, yellow, invasive weeds are still in control there a year after the catastrophe.
In Hawaii, these alien grasses have become indigenous. We are not able to eradicate them entirely. However, grazing animals—such as cows—can cut down on the quantity of fuel needed, according to Auweloa, an agricultural specialist serving on a Maui economic recovery committee. While some landowners in Lāhainā discuss incorporating cattle onto their wildlands, others remain quiet.
As of right now, no organization has been formally found legally liable for the Lāhainā fire. The results of an inquiry conducted by a federal office connected to the Justice Department have not yet been released to the public. However, as of Friday, four parties had already made $4 billion in compensation offers to the victims: Hawaiian Electric, the state of Hawaii, Kamehameha Schools, a significant landowner.
